Kameron, that situation is difficult. If the Department of Wildlife has laws against owning a "dangerous animal" First you must find out whether it is a city restriction or the state restriction. A lot of times you may have the animals in the out side city limits, but not in the city. Texas is a really warm area for a Lynx. Lynx typically like cold climates. You might Prefer a animal like a serval or caraval. Both come from Africa. I sell bobcat kittens, Lynx kittens, serval kittens and caraval kittens.
