It could possibly be because they are keeping a subspecies that is not native to AZ. For example It may be illegal for them to keep the bobcat species know as felis rufus baileyi, also know as one of the many the "southern bobcat" species, but not illegal for them to keep felis rufus pallescens, commonly know as the "nothern bobcat". There are about eight bobcat subspecies found in the U.S
