Are you sure you allow to keep chipmunks as pets? cause i think like raccon they are wildanimal and shouldn't be haven't them. Maybe you town allows it. If you planning to keep it, ask if its legal and check for rabes, cause chipmunks usually carry them. I think the breathing rapidly is probably normal the vet or animal shelter about it. And you gotta control that cat, it killed 2 animal already. The cat got issues.
