USDA/Fox question...

This was sent to me buy an owner of a fox I may be getting, how can I find out if this is true? Any web sites? Can the lisence be transfered to me? Or, I have no idea about any of this, I want to make it as legal as possible.

"Smokey was born on a fur farm in Illinois. The man that owns it raises foxes and minks. He lets a couple women who are animal rehabbers take some of the foxes and bottle fed them from a week old. The women then can try to find a home for them when they are weanned. If they can't find a home for them by 9 weeks old, he takes them back for the fur trade. I found out about Smokey from a lady that bought some gliders from me. I was told that he only had a week left to find a home. So I took the chance. I have a U.S.D.A. paper from one of the rehabbers that bottle fed him. The paper lists the fur farm where he came from. I also have my own U.S.D.A. license. So he is covered there. I'm not sure if this would make him legal in California or not. It is my understand that it does in most places. But, every where is different and you may want to check it out."
