Two suggestions: LOCATION and smell. Whenever ours misses (only when first let out) we put her back in the cage, next time out no misses. NEVER slap, or hit - they react to attacks, say NO several times or BAD when you catch them. Our outside box is by a door, whenever its moved (even a little) she might miss. So check the litterbox location carefully.
Second is the smell, our ferret will never use the box if a cat does, so if you have two ferrets try moving all scat to one side and see if they use the clear part. Maybe giving the tray a serious cleaning might help, worth a try!
