Bad behaviour

I know pd's can't be disciplined, per say, other than a time out in the cage, but what can I do to get better behaviour out of my pd? Sometimes he is such a suck. wanting to play and snuggle and gives kisses, just all around fun. and other times he will bite and scratch and get really pissed off, and boy does he let me know it. I have tried treats, petting, talking to him, toys. I am at a loss. I was told to have him fixed soon, but I wanted to wait as long as possible, so I don't stunt his growth. Is his territorial behaviour cuz he isn't fixed yet, or will it just take more time for him to trust me? I have had him for about 2 months now. he is approx. 13 weeks old.

Any feedback would be appreciated so I can be a better owner and friend to him!
