I've never had mice so I can't compare the care that a rat needs to the care that a mouse needs but here's a couple of things. First, please don't get "a rat." I was once a believer that rats should live in solitare (that's what everyone told me when I bought my first rat..even the people at the pet store!!) Rats need to be with others. I have two and trust me, two rats are as easy to take care of as one is. Second, you should visit http://www.rmca.org/ That is a good jumping off point in terms of research. Third, when you buy your cage/toys, make sure that they are big enough for rats. I live in Los Angeles and the pet stores out here sell toys and cages for "mice and rats." I have spent lots of money on toys and cages only to find out later that they are way too small. Look for toys/cages that are big enough for rabbits and ferrets and you should be fine. Lastly, I know you want a pure white rat, but you should really select a rat for personality and not color. If you want a pet because it has a certain look, then you should stick to fish. A rat is a 1.5 to 2 year commitment and you want to have a rat that enjoys being you as much as you enjoy spending time with it. Personality should always be the first consideration.
