Hi there,
Your friend may want to consult with the Embassy/Consulate (?) for Turkey as they may have regulations on file for what you need to do. There are often a lot of rules and paperwork involved regarding the exporting animals out of a country and importing animals into another country. And if you don't check up on the laws and do what needs to be done they can confiscate and destroy the animal(s). At the very least they may require a quarrantine period which may last weeks if not months before your friend could have their pet back once in the country. The other option is to have your friend find someone (petstore or breeder) in Turkey where they can just get one there instead of going through the hassle of trying to track down laws and regulations and procedures and such.
