I wouldn't check with City Hall, I'd double check with Fish and Game. They are the ones that would know more, and sometimes they all conflict with eachother. If they say you need a permit, go ahead and get one. I know that Ruby's won't ship there, because of the legalities, so you need to have paperwork in hand so that you can back up the legal standpoint there. I'd also get a copy of the statute allowing them.
